Entry in the National Competition for the New Calgary City Hall

Our solution was to divide the programme and, therefore the building, into two distinct components: those functions that interfaced with the public and those functions that did not interface with the public (at least not on a daily basis). The functions that dealt with the public on a daily basis were grouped in a low stepped building that formed a base, or podium, and enclosed a public square with the Council Chamber in the centre.[bcol3] [bcol3]The square had a glass roof to protect civic functions from the elements thereby making it a 365 day event venue. The office functions and those functions that did not interface with the public on a daily basis were placed in a slab building raised two floors above the podium.
