Public Services and Procurement Canada-ESAP ESM

Location: Ottawa, ON
Cost: $1.5 B
Completion: 2026

The Energy Services Acquisition Programme’s (ESAP) Energy Service
Modernization project is the design and construction of a new District
Energy System in Canada’s National Capital Region. The project involves
the conversion of the existing system which includes five central heating
plants and associated distribution networks for the heating and cooling
of 60+ buildings in Ottawa and Gatineau. The conversion will see
the system updated from steam to an electric system for cooling and low temperature
hot water for heating, utilizing the Ottawa River to help chill the water used to cool the buildings, and is predicted to result in a reduction in carbon pollution by 33% and total
greenhouse-gas emissions by 63%. Strasman, as part of the AUSENCO team, is providing an independent architecture and engineering review for the design developed by Innovate Energy, the lead design and delivery team.
